RETHINKING HOUSING TOGETHER
Everyone deserves a place to call home

Across Europe, people are finding it increasingly difficult to secure an affordable, sustainable and decent home. More than 1 million people in Europe are homeless, and around 125 million people can’t afford to warm their home. House prices and rents are going through the roof. That’s why the EU has appointed a Housing Commissioner and the European Parliament has put in place a special committee focused on solving the housing crisis. But this is not enough. The EU must prioritise people’s right to housing over profits.
The Greens/EFA Group in the European Parliament has been talking to civil society representatives, academics and activists across the European Union about the challenges people meet regarding housing and what the EU should prioritise in its upcoming Affordable Housing Plan.
This conference will present an occasion to connect with stakeholders from across the EU and exchange on best practices in relation to housing.
This conference will have interpretation in the following languages: EN, FR, DE, ES, IT, FI and passive interpretation in CAT and GAL.
This event is hosted by Greens/EFA Members of the European Parliament: Rasmus Andresen, Marie Toussaint, Jaume Asens, Gordan Bosanac, Vicent Marza, Ana Miranda, Maria Ohisalo, Benedetta Scuderi and Nicolae Ștefănuță.

Arrival and Check-in
Please arrive at least 30 min before your selected panel at Station Europe (see map), located on Place du Luxembourg in Ixelles. Make sure to bring the same ID you used for your online registration.
Badge Collection
Self-service machines are available at Station Europe to scan your ID and collect your access badge. Our staff members will be there to help you if needed (holding Housing Conference posters). They will also escort you into the Parliament and the rooms. We will wait for you at Station Europe as of 30 minutes before the start of each session.

THE SPEAKERS

Iva Marčetić
University of Kassel
Iva is an architect and a researcher. Her primary field of interest is the interconnection between rights and ownership in the production of housing systems. She works within the intersection between architecture, planning, and social sciences in an effort to improve the material conditions of urban life. For the past two decades, she has actively worked on the democratization of urban planning mechanisms and improving housing rights in Croatia and the region. In 2021, she was appointed by the mayor of Zagreb as head of the Commission for improving the management of city-owned property. From 2023. Iva works as a lecturer and researcher in the Architecture Cities Economies department of the University of Kassel, where she is a PHD candidate. She is one of the founding members of the European cooperative society MOBA that works on establishing funding for cooperative housing projects in the region of Southeast and Central Europe. She is the author of many articles and the book “Housing policy in service of social and spatial (in)equalities”.

Marta Ribera Carbó
The Shift
Marta is the European Project Director
of the Shift. She is a human rights advocate with experience in policy analysis, research, project management, and advocacy in the field of business and human rights. She focuses on housing, climate, and labor rights, and has experience within the Catalan, Spanish, EU, and United Nations frameworks.
She is passionate about increased accountability and regulations for transnational private actors regarding human rights violations. Marta is a Law and Economics graduate at Universitat Pompeu Fabra (UPF), and holds a research master’s in Sociology and Demography from UPF and a Master’s in Law Practice from Universitat Oberta de Catalunya.

Oliver Rapf
Building Performance Institute Europe (BPIE)
Since 2011, Oliver Rapf has been Executive Director of BPIE, the Buildings Performance Institute Europe, a Brussels based think-tank with a focus on energy and the built environment. He led the organisation through over a decade of growth from 4 to 30 staff today and established its reputation as a go-to center of expertise and innovation in buildings climate and energy policy.
Oliver serves as Steering Committee Member of the Global Alliance for Buildings and Construction, hosted by UNEP, since 2018. He is active as a jury member of environmental and sustainability awards and serves on various advisory boards.
Before joining BPIE, Oliver worked for the global conservation organization WWF as Head of the Climate Business Engagement unit of WWF International, managing strategy and partnership development with the private sector. Leading an international team, he advised multinational companies on climate change and energy issues.
Oliver’s experience in buildings efficiency goes back to the late 90s when he was a project leader for several deep renovation projects on behalf of WWF in cooperation with housing companies across Germany. In his early career, he worked on regional sustainability strategies and spatial planning.
Michaela Kauer
Liaison Office of the City of Vienna in Brussels
Michaela Kauer, has a long work experience within the City of Vienna, where she has occupied different posts. Starting in 1992 in the Executive Policy Group on Housing and Urban Renewal, she held positions at the Policy Group for Women´s Rights, Integration and Consumer Protection for more than ten years. After five years as Head of Cabinet of the City Councillor for Health and Social Affairs, she was assigned as Director of the Brussels Liaison Office of Vienna in 2009. The liaison office plays a leading role in the city´s EU affairs with a strong focus on public services, long-term public investments, urban policy and gender equality, amongst others.
In addition, Michaela Kauer represents Vienna in the Executive Committee of EUROCITIES and works closely with the European Committee of the Regions. Moreover, she is the joint representative of the Austrian federal states for the EU Urban Agenda and served as coordinator of the EU Urban Partnership on Affordable Housing from 2015-2021.

Vita Davydova
The Young European Greens (FYEG)
Vita Davydova is the Treasurer of the Federation of Young European Greens, and an active member of DWARS, the Dutch Young Greens. She helped organise a regional housing campaign in Amsterdam, mobilising young people around themes of affordability, accessibility, and climate-resilient living.
Beyond her grassroots work, Vita has campaigned across Europe with FYEG, including during the 2024 EU elections, and has held various roles as a campaigner and communications strategist, with a strong focus on social and climate justice.

Silvia Pedrotti
Banco dell’energia
Silvia Pedrotti is the Chief Operating Officer and Head of the Foundation since 2022, she has been involved in the activities of Banco dell’energia since its establishment. She holds a degree in Sociology and, following previous professional experiences in Institutional Relations and Communications, joined A2A in 2009. Since 2021, she has been Head of the Social Affairs department.
Within Banco dell’energia, she coordinates the operational team and is responsible for implementing the guidelines set by the Board of Directors, working in close collaboration with the President and the Secretary General.

Taube Van Melkebeke
Green European Foundation (GEF)
Taube Van Melkebeke is the Head of Policy of the Green European Foundation (GEF).
Her expertise lies in the intersecting fields of labour, social affairs, environmental sustainability and clean energy transitions, with nine years of experience working on those topics at the national, EU and international levels.
Currently, Taube leads GEF's Policy Hub, which focuses on the nexus of European energy transition, social, and economic policy, bridging often siloed areas. Her recent publications include the policy reports "A European Wellbeing Economy" and "Boosting Participation in the Energy Transition".
Taube previously worked as a Policy Advisor at the climate think tank E3G, as a Social and Employment Affairs Attaché at the Belgian Permanent Representation to the EU, and as a governmental Policy Officer in similar fields. She holds a MA in European Politics and a MA in Conflict and Development from Ghent University (Belgium).

William Acker
The National Association of Traveling Citizens
(ANGVC)
William Acker, born in 1991, is a jurist by
training, writer, and activist committed to the rights of Travellers. Author of the book "Où sont les gens du voyage? Inventaire critique des aires d’accueil" (Where are the Travellers? A critical inventory of reception areas) (2021), which won a political ecology award, he has established himself as a leading voice in the public debate on systemic
discrimination, environmental justice, and reception policies in France.
Since 2022, he has been the general delegate of the Association nationale des Gens du voyage citoyens (ANGVC), where he defends the rights and dignity of Travellers in the face of repeated attacks on their living conditions and citizenship. He constantly advocates to national and European institutions, while developing research, awareness-raising, and strategic litigation projects.

Hans Dubois
Eurofound (the European Foundation for the Improvement of Living and Working Conditions)
Hans Dubois is a senior research manager in the Social Policies unit at Eurofound. His research topics include housing, over-indebtedness, social protection (including its digitalisation), care services, essential services, retirement, mental health and the socio-economic impacts of the green transition. Prior to joining Eurofound, he was Assistant Professor at Kozminski University (Warsaw). He completed a PhD in Business Administration and Management at Bocconi University (Milan), after working as a research officer at the European Observatory on Health Systems and Policies (Madrid).



Francesca Cucchiara
Europa Verde-Verdi
Since October 2021, Francesca has been elected member of the Milan City Council and currently serves as Vice-President of the Municipal Commission for the Oversight of Participated Entities.
As of 2025, she is the National Spokesperson for Housing Policy for Europa Verde and is pursuing a PhD in Sustainable Development and Climate Change.
She was among the founders of Giovani Europeisti Verdi (GEV), the youth wing of Europa Verde, established in 2020, and has served as its co-spokesperson.
In her professional background, she has worked as a sustainability consultant for Deloitte Risk Advisory. She has also been part of the editorial board of ETicaNews, a newspaper specialized in sustainable finance, as well as of the Italian Alliance for Sustainable Development (ASviS).
Together with GEV, she is committed to achieving a just transition by actively engaging young people in politics, with the aim of fostering positive and disruptive change.
Dan Jørgensen
European Commission
Dan Jørgensen is the European Commissioner for Energy and Housing within the European Commission in office between 2024-2029.
He was Minister for Development Cooperation and Minister for Global Climate Policy between December 2022 – September 2024, and Minister for Climate, Energy, and Utilities between June 2019 – December 2022 in the Danish Government. He was a Member of the Danish Parliament (Folketing) between 2015-2024 where he served as Vice-Chairman of the Parliamentary Group of the Social Democratic Party (2017-2019) and as Vice-Chairman of the Danish Delegation to NATO Parliamentary Assembly. Dan Jørgensen was also a Member of the European Parliament within the S&D Group between July 2004- November 2013.
He holds a Master’s degree in Political Science from Aarhus University (Denmark) which he obtained in 2004. He pursued an academic career and lectured as External Lecturer at several universities between 2010-2013, i.e. University of Copenhagen; Seattle University; Sciences Po, Paris; Danish Institute for Study Abroad, Copenhagen; Department of Political Science, Aarhus University and also as Adjunct Professor at the Aalborg University, Denmark (2016 – 2019).
Sarah Coupechoux
Fondation pour le logement des défavorisés
Sarah Coupechoux is a European Policy Manager with an extensive background in housing rights and social justice. Since 2009, she has been affiliated with the Foundation for housing disadvantaged people, a major French organisation dedicated to addressing homelessness and housing insecurity. Her work there includes advocating for social housing policies and contributing to annual reports that assess and analyse housing exclusion across Europe. These reports, created in collaboration with FEANTSA (the European Federation of National Organisations working with the Homeless), evaluate the effectiveness of European housing policies and provide data-driven recommendations for improving housing stability for vulnerable populations.
Coupechoux’s academic and professional background includes a Master’s degree in International Law from the Sorbonne, which has informed her approach to social policy through a legal and human rights perspective. She is recognised for her advocacy within EU policy frameworks, aiming to enhance housing security and influence legislation against homelessness and exclusion.
Since July 2025, she has been a member of the Housing Advisory Board alongside 15 European housing experts tasked with advising the European Commission on the future Affordable Housing Plan.



Sorcha Edwards
Housing Europe
Sorcha is General Secretary of Housing of Europe, the European Federation of Public, Cooperative and Social Housing since 2014. Housing Europe brings together public, cooperative and social housing providers from across Europe. They share a vision of a Europe which provides access to decent and affordable housing for all in communities which are socially, economically and environmentally sustainable and where everyone is enabled to reach their full potential. The sector manages 25 million homes and delivers over 200,000 new homes and renovations annually. Sorcha leads the team and coordinates the network for maximum impact aiming at better regulation, better knowledge and better finance for housing in EU and International policy-making. Under her leadership Housing Europe has become a point of reference for sustainable housing systems in Europe and beyond.
Sorcha’s academic career which led her to this position covered business and languages at Dublin City University, University of Salamanca & University of Ulster, to a Masters in European studies at the University of Leuven and a post graduate diploma in sustainability in the build environment at the East London University.
Rubén Arroxo
Municipality of Lugo, Galiza
Rubén Arroxo, Deputy Mayor of Lugo since 2019, has championed the 'five-minute city' model, which guarantees every resident access to quality public spaces close to home. He led the recovery and pedestrianization of the area around the Wall, following UNESCO's recommendations to protect and enhance the value of the city's historical heritage. Furthermore, he promoted new pedestrian thoroughfares that connect neighbourhoods and advance towards a greener, more accessible, and people-focused Lugo.

Riikka Perälä
Y-Säätiö (Y-Foundation)
Dr. Riikka Perälä received her PhD in sociology in 2012 from the University of Helsinki. Her research interests cover the position of vulnerable citizen groups in welfare and housing policies and services. In the homelessness field, she has investigated these issues in the context of Housing First policies and participated also in the development of policies in various expert groups. Currently, she works as a post-doctoral researcher in Y-Foundation, in a European Union funded research project, which investigates the adaptation of Housing First policies Europe.

Juha Kahila
Y-Säätiö (Y-Foundation)
Juha Kahila is the Head of International Affairs of Y-Foundation, the biggest Finnish NGO providing housing for homeless people and social housing with a housing stock of 18 500 flats. He also coordinates the Nordic Homelessness Alliance and facilitates a workgroup in the Housing First Europe Hub.
Juha has an extensive work history in housing. Previously he has led the National Housing First development network in Finland. The network includes all the key stakeholders regarding homelessness work. Juha has also worked as a front-line support worker as well as a service manager and a CEO of a Housing First service provider.
He holds a master’s degree in social services.

Marieke van Doorninck
European Green Party
Marieke van Doorninck is an activist, with work experience in international (network) NGOs and local politics. As deputy mayor in Amsterdam (2028 -2022) on Urban Planning and Sustainability she introduced Kate Raworths Doughnut Economics into the Circular Strategy of the city. She launched a long-term vision for spatial development called ‘De Menselijke Metropool’ (the human metropolis) that changed the focus from the number of houses a city can build, to the question for whom these houses are built, how to preserve ‘free non-commercial spaces’ in a dense and expensive city like Amsterdam and how to involve local communities.
Currently van Doorninck works on projects that bring postgrowth principles in to practise in urban development and on strengthening the commons.
Uwe Zollner
Finanzwende
Uwe Zöllner, CFA was born in Cologne in 1966. He holds a degree in economics and business administration. He spent more than two decades in the financial industry, most recently serving as an Equity Portfolio Manager at Franklin Templeton. Since 2018, he has dedicated his time primarily to voluntary work, including with Finanzwende. His focus lies on promoting financial markets that operate in the public interest, as well as advancing affordable and sustainable housing.

Louise Coffineau
Eurocities
Louise Coffineau is Policy Director at Eurocities, where she oversees advocacy, as well as the organisation’s environment and climate work, and steers strategic decisions with the management team. From 2024 to 2025, she was Head of Advocacy at Eurocities, leading advocacy campaigns towards the EU institutions. She first joined Eurocities in 2019 as Policy Adviser for Environment and Climate, coordinating city advocacy on climate, circular economy, waste, water and textiles.
Before Eurocities, Louise worked at EIT InnoEnergy on EU legislation related to energy, innovation and decarbonisation. She also gained experience at the European Parliament on the negotiations on the ban of plastic bags and the GMOs Directive, and at the French Permanent Representation in the EU legal department.
She holds degrees in European Affairs from Sciences Po Lille (2009–2014) and in EU Political Studies from the College of Europe (2013–2014).

Anna Bajomi
The European Federation of National Organisations Working with the Homeless (FEANTSA)
Anna Zsófia Bajomi, PhD is an energy poverty policy officer at FEANTSA, the European Federation of National Organizations Working with the Homeless. She works for a socially fair energy transition, focusing on the renovation and decarbonization of vulnerable households living in the unfit housing stock. Among others, she has been a co-editor and author of the first European Energy Poverty Handbook. She has a background in social and urban policy.

Tony O'Riordan
Sophia Housing Association
Tony O’Riordan has been the Chief Executive Office of Sophia Housing Association in Ireland since 2016. Sophia is an national approved housing body founded by Jean Quinn D.W in 1997 with the a unique vision for addressing homelessness; namely offering homes with visiting supports.
Tony has over 30 years experience if working in the community and voluntary sector and has held chief executive offices roles in responding to homelessness in Ireland for over 20 years. He holds a B.A in Sociology from the National University of Ireland, a Post Graduate qualification in Counselling from University College Cork, a Masters in Management from Dublin City University and is currently concluding a MSc in Major Programme Management from the Said Business School in Oxford University and he is also a proud alumni of Saint Hugh’s College, Oxford University.
He has a particular interest in promoting housing with support as the primary response to homelessness and integrating this response with Trauma Informed Practice and anti-oppressive practice.
Tony is also the current Vice President of SMES Europa and organisation promoting a best practice response in supporting people who are experiencing homelessness and who also present with mental health support needs.



Javier Buron

Javier Buron is Managing Director of NASUVINSA, a public land, housing, and territorial cohesion company of the Government of Navarre since November 2023.
He attended North Andover High School (MA, USA), the University of Deusto (Law, specializing in economics, and a Master's in Tax Advisory), the Catholic University of Louvain (Erasmus, attending LLM courses) and the University of the Basque Country (Master's in Business Administration).
He served as Housing Manager for the city of Barcelona from June 2015 to July 2023 and previously worked as a consultant in public policies and services, lawyer specialized in public law (Cuatrecasas Gonçalves Pereira), Deputy Minister of Housing and Director of Planning for the Basque Government from 2003 to 2009 and legal and economic advisor to parliamentary groups in the Basque Parliament and the Congreso de los Diputados (National Parliament).
He has collaborated in different periods with the AVS (Spanish Association of Public Housing), GHS (Catalan Association of Social Housing Professionals), Housing Europe (European Federation of Public, Cooperative, and Social Housing), former Vice President of the Eurocities Housing Working Group (network of major European cities), ENHR (European Network for Housing Research), Organizing Committee of the FHAR (Barcelona Housing and Rehabilitation Forum), jury for the European Responsible Housing Awards 2022, leading partner of the European project NETCO - Network of Cities for Collaborative Housing, organizer of the Affordable Housing Challenge BCN-NYC between the city councils of New York and Barcelona, Advisory Committee of the XIII Ibero-American Biennial of Architecture, TEC de Monterrey in Mexico (project to develop a mixed affordable housing company), as well as providing advisory services on housing policy and public innovation to various entities (governments of Uruguay, Chile, and Malta, municipalities of Athens, Budapest, Warsaw, Prague, Bogotá, etc).

Liliane Lalonde
Activist, Collectif 5 Novembre, and the mother of a victim of a collapsed building in Marseille
Born FLORES REYES Liliana in Lima, Peru on October 25th, 1954, twin sister to Roxana with a brother one year older than her. She had a typical childhood and adolescence in a middle-class family, educated at a religious school followed by higher education in Spanish-French and French-Spanish interpretation. Her first job was as an interpreter at the Lima Post Office. She traveled to France and England twice for her studies, which introduced her to Europe and travel. She later met her future husband in Lima, with whom she reunited years later. They married in 1983 in France and settled in the Paris suburbs. They had two children, Aurélie, born in 1984, and Julien, born in 1988. Professionally, Mr. and Mrs. Lalonde pursued their respective careers, he as the manager of his own company and she as a freelance interpreter and assistant, then in a foreign representation. The children continued their studies and in 2005, following the death of their father, the family decided to move to Peru to be with their mother, who was now living alone in Lima. Aurélie stayed in France, while Julien continued his education in Peru and went to work for Costa Cruises at the age of 20, where he remained for five years. He returned to France but eventually went back to Lima, where he stayed for four years before returning to France to start a new life in Marseille in 2018, a city he loved for its diversity. In June of the same year, he finally found a job in a hotel and rented a room in very poor condition on Rue d'Aubagne, forced by his economic situation with little income, where he died under the rubble on the morning of November 5th at the age of 30.
Since then, Liliane has returned to France and made the fight against substandard housing and the right to have access to decent housing for all HER FIGHT.
Silvia Bartellini
Abitare Società Cooperativa
Silvia Bartellini is a member and resident of the cooperative. Trained as an educator, she began working in the field of social cooperation at the age of 28. As President of a historic Milanese cooperative engaged in initiatives in the areas of social and housing policies, she later collaborated with Gabriele Rabaiotti during his term as City Councillor for Housing and Welfare, thus gaining insight into the workings of a public institution (the Municipality). She is currently working with Emergency. For the past three years, she has been a member of the Board of Directors of Abitare Società Cooperativa. She is also Vice President of both Abitare and Fondazione Abitiamo ETS.

Elena Azcárraga Monzonís
Architect, urban planner. Former Director General for Housing and Urban Regeneration in regional government of Valencia (Spain)
Elena Azcárraga Monzonís is an architect specialised in Urban Planning (Higher Technical School of Architecture of Valencia, UPV 2005). She has been trained in landscaping and the environment (School of Architecture of Toulouse, 2003, France). She also holds a Master's Degree in Landscape Architecture (School of Architecture of Barcelona, UPC 2005-2007).
She has 15 years of professional experience in Valencia and Barcelona, until her appointment in 2019 as Director General of Housing and Urban Regeneration for the regional government of Valencia, a position she has held for four years (2019-2023).
Currently she work as an architect in the same regional administration, and has been a professor of urban planning at the Polytechnic University of Valencia (UPV).

Mauro Sirotnjak
Zagreb City Council
Mauro Sirotnjak is an architect and researcher, councilor and president of the Committee for Spatial Planning in Zagreb City Assembly since 2021. His works focuses on coordinating spatial planning and housing policies in the Assembly, combined with research in these fields within civil society organization Right to the City.
As a trained architect, he has been active in promoting spatial justice in collaboration with grassroots movements and citizens' initiatives, coordinating bottom-up initiatives in spatial planning and housing movements. His research focuses on fostering policies enabling public housing, participatory planning and decommodification of public assets.
Silvia Paoluzzi
Unione Inquilini
Silvia Paoluzzi is the National Secretary of the Italian Tenants' Union, a historic trade union founded in 1968 and active in defending tenants and evicted persons and combating real estate speculation. Elected at less than forty years of age, she is the first woman in Italy to lead a trade union fighting for housing rights, a step of great significance in terms of both generation and gender.
Born in Rome, she studied Literature with a focus on Publishing and journalism at the University of Rome Tor Vergata, and is a freelance journalist. From a young age, she became involved in social activism in Roman movements for the right to housing, an experience that led her to develop a long history of militancy in housing rights movements, until she joined the Tenants' Union.
Today, at the national helm of the union, she coordinates housing policies at the national level and represents the organization in institutional and public forums. Among her priorities are the protection of families threatened with eviction, the defense and revitalization of public housing, the fight against high rents, and the promotion of fair and universal access to housing.

George Jiglău
The Romanian Energy Poverty Observatory
George Jiglău teaches and does research in the field of Political Science at Babeș-Bolyai University. His background is in Comparative Politics, focusing on electoral and party politics. For the past ten years he has been working on energy poverty and housing matters, gradually setting up the Romanian Energy Poverty Observatory.

Renaud Payre
The Metropolis of Lyon
A graduate of the Institut d'études politiques of Grenoble, Renaud Payre has been a lecturer at University Lumière-Lyon II since 2003, in one of the first political science university courses. In 2009, he became a university professor before directing the Triangle laboratory (UMR 5206) created in 2005 and bringing together research fellows from the CNRS, the ENS of Lyon, the University of Lyon 2, Sciences Po Lyon and the University Jean Monnet Saint-Etienne. In 2016, Renaud Payre was elected Director of Sciences Po Lyon. He is now the President of the Sciences Po Lyon Foundation.
In parallel to his functions, Renaud Payre has been involved in politics for about ten years by co-creating associations and groups for political reflection and action.
Elected in July 2020, Renaud Payre is the 3rd Vice-President of the Metropolis of Lyon, responsible for Housing, Social Housing and Urban Policy, where he spearheads an ambitious policy in terms of social housing construction.
Among other projects, he leads an eco-renovation programme for public and private housing, which enables the fight against energy-inefficient buildings and energy poverty. But above all, his delegation leads him to carry out a policy of solidarity towards the most precarious people; he has notably worked within the executive since July 2020 in favour of a welcoming and hospitable metropolis.
Since 2022, he has been involved in the European networks FEANTSA (Fédération Européenne des Associations Nationales Travaillant avec les Sans-Abri) and Eurocities where he currently holds the position of Vice-Chair of the Social Affairs Forum.
Mr. Payre has made the fight against homelessness and poor housing one of his key priorities, leading the organisation of several high-level events on the topic (a conference on Homelessness in March 2022 in Lyon labelled under the French Presidency of the Council of the European Union. and the co-organisation, with Eurocities, FEANTSA, Housing Europe and the European Parliament’s Urban intergroup, of an event on Housing and Poor Housing in the European Parliament in September 2023) and spearheading the drafting of a Declaration of Cities and Organisations calling for a renewed European ambition to tackle the housing and homelessness crisis in Europe.
Thomas Kattnig
European Economic and Social Committee (EESC)
Thomas Kattnig started his career in the energy sector and has been Vice-President of the Transport, Energy, Infrastructure and Information Society (TEN) Section of the European Economic and Social Committee (EESC) since 2020. He is also Vice-President of the EESC Workers' Group.
During his time at the EESC, he has played a leading role in drafting opinions on various energy and social issues, including the green transition and the promotion of social and affordable housing in Europe.
In addition to being a member of the Management Board of younion _ Die Daseinsgewerkschaft — an Austrian trade union representing over 148,000 members, primarily employed in local and regional government — he is also a member of the Executive Committee of the European Trade Union Confederation (ETUC).
In his roles as Vice-President of the European Federation of Public Service Unions (EPSU) and Public Services International (PSI), he represents the interests of public sector employees at national, European, and global levels.


Estelle Morizot
La Maraude du Coeur Bordeaux
After a chaotic journey with the DASS (Department of Social Services), at the age of 18, Estelle found herself on the streets for almost seven years.
She created la maraude du cœur Bordeaux after a long period of rehabilitation and care, and above all, a period of reflection.
Her experience on the streets was meant to be put to good use.
Seven years of wandering is a long period to observe and experience, and she has turned into a force to help those who haven't yet had the chance to leave the streets.
Tomislav Tomašević
City of Zagreb
Tomislav Tomašević is the Mayor of the City of Zagreb, re-elected in the local elections on 1 June 2025 as the candidate of the Možemo! – SDP coalition. He was first elected mayor on 30 May 2021 through direct election, receiving nearly 200,000 votes and becoming the 53rd mayor of Zagreb, as well as setting a record for the highest number of votes for that position.
As mayor, he has focused city policies on sustainability, transparency, and social justice, placing particular emphasis on reforming the municipal system and leading the city’s energy transition. During his mandate, the City Administration and Zagrebački Holding were restructured, the budget deficit was brought under control, and the city’s finances were stabilized. He launched a new waste collection model, worked to improve public transportation, initiated the post-earthquake reconstruction of city institutions, and invested in early childhood and school education through the construction of new kindergartens and schools. His mandate is also marked by a strong emphasis on green policies such as planting thousands of new trees and installing solar panels on city rooftops.
He is the author of numerous expert and analytical papers in the fields of political ecology, urban development, and public enterprise management.
Tomislav Tomašević entered politics in 2017 through the Zagreb je naš! platform and was elected to the City Assembly of the City of Zagreb. Three years later, as a candidate of the Možemo! platform, he was elected to the Croatian Parliament. In the 2021 and 2025 elections, the citizens of Zagreb entrusted him with leading the City, supporting the continued modernization of city services.
He is actively involved in international mayoral networks and European projects related to climate transition, sustainable transport, and energy efficiency.
